Even in a cold-weather state like Wisconsin, pedestrians represent a key transportation mode. The 2000 U.S. Census found that almost 92,000 people in Wisconsin walk to work on a regular basis, representing 3.5% of all work trips.

Since pedestrian travel is an important transportation choice in Wisconsin, the Wisconsin Department of Transportation has produced a Statewide Pedestrian Policy Plan. This 20 year plan considers pedestrian needs and concerns and provides recommendations to address them.
